A 33-year-old Chicago man faces three felony charges after allegedly exposing himself to two teenagers inside the Starbucks at 3330 Central St. in Evanston.
Tyreese M. Russell was arrested Sept. 18 and charged with one count of sexual exploitation of a child and two counts of public indecency, all Class 4 felonies, according to Evanston Now. He remains in Cook County Department of Corrections custody.
Evanston Police Department Cmdr. Chelsea Brown said officers responded to the Starbucks, near Crawford Avenue and Gross Point Road in northwest Evanston, around 1 p.m. on Tuesday, July 28. A man had exposed himself and touched his genitals in front of two juveniles, ages 16 and 17, Brown said. He also appeared to be recording the teens on his cellphone.
One of the teenagers noticed Russell's actions and confronted him. Russell left the Starbucks before officers arrived.
Detectives spent weeks identifying Russell and determining his address, Brown said. On Friday, Sept. 18, members of the Evanston Police Department's Special Operations Group located Russell inside a vehicle parked in front of his residence in the 4900 block of South Vincennes Avenue in Chicago. Officers took him into custody and transported him to the Evanston Police Department, then to the Skokie Courthouse at 5600 Old Orchard Road for an initial hearing, according to the Chicago Tribune.
The Cook County State's Attorney's Office approved the three felony charges. Under Illinois law, a Class 4 felony conviction for sexual exploitation of a child can carry one to three years in prison, fines up to $25,000 and mandatory sex offender registration, according to a reference on Illinois sentencing statutes.
Russell had a prior accusation in a similar case. Hoodline reported, citing Patch, that Russell was accused of exposing himself at Fun Flatables, an indoor play center inside the Louis Joliet Mall, on Dec. 10, 2025. He was charged with public indecency and disorderly conduct in that case. The Will County Sheriff's Office arrested Russell on Jan. 29 and booked him into the Will County Jail. He was released by 3 p.m. the next day, according to the report.
A warrant condition in the Joliet case barred Russell from coming within 300 feet of schools, parks or other places where children gather, Hoodline reported.
No statement from Russell or a defense attorney has been made public. An arrest does not constitute a conviction.
Russell's next scheduled court appearance is Wednesday, Oct. 14, at the Skokie Courthouse.
